Warren electricity network reviewed in 2017 by the Federal Energy Regulatory Commission

Coal plants would still receive tax credit

There were several reports published over the past several years that criticized the utility's current cost structure. As part of a report published in October 2017, the Commonwealth Commission on Environmental Protection criticized the utility's current cost structure. In December 2015, a similar report was released by a New England Public Interest Research Group, which described the utility's costs as "inadequate," but "in line with industry expectations."

To find out what the utility's power plant costs are, compare the cost of two electric generators, the report said. That includes each generator's costs for maintaining and operating a plant, providing electricity at home and a few other factors that are included in the cost, the report said.
